A bi-variable learning rule that can be bound to the underlying network. The rule is defined by the referenced <rule>. Its scope is defined in terms of sets of nodes and connections. The rule is referenced and must be of type Particle. All cnset objects to be valid. The <rule> governing plasticity is applied once for each node and for each connection in each record. The plastic <parameter> is defined relative to the current connection or node. The two variables to the rule are specified by <varone> and <vartwo> are defined relative to the current connection or node.
